Depends on the vehicle. Some are the same if you have rack and pinion steering. If you have a standard steering box with a center link, left and right are different.
Look at them under a microscope! If they are cocci, they will look like balls. If they are rods, they will look like...rods!
One is for daylight conditions and one is for evening/nighttime conditions.

I can only answer this for a 2000 Suburban. Lift out the middle tray on the Left side of the truck right next to the third seat. Right next to the left rear side glass. The tools are hidden in the compartment right below the left rear side glass. Hope this helps.

You can insert two screws or nails in the back of the rod for each bracket to prevent the latter from moving left or right. the space between the screws should be the same as the width of the bracket.
