Fuel Pump Shut-Off SwitchIn the event of an accident the emergency fuel shut off switch may activate. If your car's engine cranks, but will not start, you should try resetting this switch. Do so only with your ignition in the "off" position and after you have determined there are no fuel leaks. The switch is located on the front passenger's foot area, behind what is called the "kick panel".

Dont need to switch fuel off to change filter, the cut off or inertia switch is for emergencies only. With ignition off there will be no fuel pump running so the filter can be easily changed. There will be a residual pressure in system when engine off, dont worry about this as its normal to have a bit of petrol spraying out, just watch your eyes.
There is no emergency fuel shut off. The ignition switch just shuts down the Power train Control Module. The fuel pressure and timing of the fuel to the fuel rails at the engine are also controlled by that control module. The only control the driver has over fuel delivery is that of turning the ignition switch on or off, and how much you press the gas pedal. I personnally think that is why we have so many fires during collisions, the pressure is on the line to the engine as long as there is power to the fuel pump which is mounted in the fuel tank.
I wouldn't think so , I saw a mechanic unplug the wiring harness to my fuel pump shut off switch ( inertia switch ) with the engine running as a way of removing the pressure from the fuel lines ( he just waited for the engine to stop running after that ) So , just carefully unplug the wire connection to the switch
