There is no national election ballot-- each state prints their own ballots. I do not think any state has a stated limit on the number of candidates, but it is fairly difficult to get put on the ballot . In my state of VA, a petition signed by 10,000 legal residents must be filed by a stated deadline and there must be at lease 500 signatures from each congressional district.
simple answer...no
Yes. A Constitutional amendment generally limits the President to serving two terms. There are no limits on running if one can get the nomnation.

For many years, the national convention nominated the candidates for President and Vice President. They also wrote a platform and elected the officers of the national organization. Recently, the presidential nomination have been decided by primary election before the convention and the presidential nominee has been allowed to name the candidate for Vice President. Therefore, the national convention has become mostly a political rally to kick off the presidential campaign. They do still have a platform, but it is rarely of importance to the campaign and rarely folllowed by the new President.

I think there were some delays in some of the states for the first presidential election in 1788. There has never been a national postponement of the election. It seems possible that some localities might have been allowed some late voting if a blizzard or flood or disaster made it impossible to open the polls, but I do not know if this has ever happened.

While you did not tell us which country you are asking about, I can answer for the United States. Our presidential elections are held every four years. The most recent one, as I write this, was in 2012, and Barack Obama won re-election, defeating Mitt Romney. The next election will be held in 2016. Mr. Obama is not allowed to run, since he has served two terms and is not allowed (by constitutional amendment) to serve a third term. So, there will be new candidates running, and at this point in 2014, it is too early to tell who those candidates will be.
