First, due to the number of servicemen who have been and are being awarded the Purple Heart, creating and maintaining such a list would be nearly impossible. Secondly, not all awards of the the Purple Heart have been documented, and many of the recipients themselves, the only ones who still remember their award, have died, and so the fact that they received this decoration has been forgotten.

Some units published a divisional or regimental history which often included the names of the wounded, but even if all these were compiled it would be far from comprehensive. There are some modern databases online but their information comes from user's contributions, not the government. Personnel records had this information, but 90% of personnel records burned in a warehouse fire in St. Louis in 1971. If the soldier lived to get home the VA may have a copy of the service record. I understand the National Archives is "reconstructing" personnel files today when someone inquires.

The Purple Heart was not awarded during the Civil War. It became an award for those wounded in battle during World War 2. Prior to that, the Purple Heart was awarded for valor in the Revolutionary War, when George Washington had three made and personally awarded them.
