Is there a penalty for homeschooling fraud I happen to know of a mother who receives government funds to homeschool her 9 year-old but instead she lets her 14 year-old do it while she goes out to work?

That is not fraud.. there is nothing wrong with that actually unless she is breaking specific homeschool laws in her state.
People do not receive government funding or money to homeschool their children..the government does not PAY people or FUND people to homeschool.

As a demographic classification, homeschoolers are not as uniform as you would believe. It is not only evangelical Protestants but traditional Catholics and Orthodox Jews homeschool their children as well. Many parents homeschool because of philosophical, secular reasons as well. Violence is definitely a concern, but there is also a growing awareness that school officials often do not handle problems effectively. This not to suggest that they do not have the child’s best interests at heart; but this perception persists to the point where it becomes a significant reason why parents homeschool, as well. Homeschooling is a varied demographic filled with parents with many different reasons for homeschooling their kids. It is a viable alternative to public schools, and frequently a better one: homeschooled kids are known to outperform public school graduates.

My mom looked into Progress Academy for homeschooling my brother, but in the end she went with Switched On Schoolhouse instead. It's not web-based, which is good because he can still finish his schoolwork if something is wrong with the internet. I think it's probably a cheaper option, too.
