Hairspray is not a good way to get rid of frogs. Frogs are not deterred by hairspray. Using large quatities may kill a frog because of the chemicals in the spray but this may also be dangerous to a person applying the spray.

Use bug spray
Pepper spray could be effective--there would probably be legal issues for you if you try it though.
Spray a diluted bleach solution such as Clorox Cleanup on cobwebbed areas. And spray it every time you see them.tobacco-infused solution with one part liquid soap and spray it on cobwebs.spray with glue and then you can sculpt the web even more.
I believe it is a type of alert response. If there is danger present they will stop croaking until the danger has left. Only a guess though!

are the wires extension cords? lamp cords, gotta be careful as most products are spray on and if that wire is not shielded you may cause a fire. Move the wires or extension cords out of the way, or put puppy in a safe place away from then. There are products to spray to prevent chewing, but i don't advise it on electrical wires!
It depends what you're exterminating. Bug and insect spray shouldn't but it is best to keep you cat away from the chemicals.
