In California offenses that are punishable by death or life in prison, have no statute of limitations. If the felony can result in over 8 year in prison it is set at 6 years. Less that that they are set at 3 years. And it will be from the time the individual is found, so it could be years later.

California Penal Code states: 801.1. (a) Notwithstanding any other limitation of time described

Section 261, 286, 288, 288.5, 288a, or 289, or Section 289.5, as

enacted by Chapter 293 of the Statutes of 1991 relating to

penetration by an unknown object, that is alleged to have been

committed when the victim was under the age of 18 years, may be

commenced any time prior to the victim's 28th birthday.

(b) Notwithstanding any other limitation of time described in this

chapter, if subdivision (a) does not apply, prosecution for a felony

offense described in subdivision (c) of Section 290 shall be

commenced within 10 years after commission of the offense.

It would be very doubtful. Such a crime is definitely a felony. Many states do not have a statute of limitations on such crimes. And because a child is involved, even if they do have one, it doesn't start to run until the child turns 18.

That will depend on the jurisdiction. Most places would consider this a high level felony. Over 30 of the states in the US do not assign a statute of limitations on kidnapping, particularly if it is a child.
