This is possible, but only if the game already is available to buy from the Steam store.
For example, if you have Half Life 1 from back when it was not on Steam, you can validate the CD key on Steam...and then play it without the disc through that.
Games that Steam doesn't support however can not be translated over to Steam.
Quite a few games are on Steam though, including EA recently adding a number of their games to it.

If you have purchased the game on Steam then you need to install Steam on that PC and there should be an install button on the game in your Steam Library. If you have the disk version you just have to put in it and install it using the CD key that came with it.
Ok you probably pre downloaded the game which i have done before for my games. You have to pay for the game like lets say i want counter strike source for 19.99 i can pre download the game from the steam network so its like a virtual disk information gets pulled from their network into your computer but for you to install that virtual disk you have to purchase the game once you have done that it will install the game for you just like you just put the disk into the trey.

well you put the disk in select computer and double click the disk drive D: you can get steam games with virtual disks so you will never need one if you purchase the games from their steam online store.
Put it in the Games console and wait for it to load. Then ,usually, remove the action replay disk and put your game disk in. It will then load the cheats for that game.
If you bought the game from steam, no. and if your trying to put a game on your computer and it keeps adding to steam, than un-install steam while your trying to install the game.

it depends if it is a game that is on steam (legit) it will go in there automatically if it is another game (for example, minecraft) then in the library, find add a game and pick "add a non steam game". if its not in the list then click browse and find it yourself.
