No. Not normal air. The oxygen in air would cause any light bulb to burn out in seconds. In stead, and inert gas called argon is used.

both. depending on what type of bulb. A typical incandescent bulb is indeed in a vacuum. however halogen and flourescent lights both uses gasses as the light source.
