You need to be over 18 to get anything pierced by yourself. If not, you need a parent/guardian with you.
Depends on how long you've been pierced...for a new piercing i would limit it to no more than 15 mins for the first month or so...if you've had the piercing for a few months i dont see why you couldnt...

When you say cartlage I'm sure you're referring to the upper part of your ear correct? well i like to call it a helix because alot of parts of your ear are cartlage and require an older age than what you are talkin about. In most states you must be 18 to get anything pierced other than a single ear lobe piercing. Some will allow other piercing with parental permission. Photo ID will be required. The laws vary from state to state. There is a link below that will take you to a site that contains specifics for each state.
Informed consent applies, however each municipality can set an age limit if they choose. Generally in Canada you need to be 19 years old to get any piercing other than ear lobes done, (16 years old for earlobes). This is in keeping with the Federal government Guildlines for Body Piercing and Tattooing recommendations published by Health Canada for Personal Service Establishments (PSE's). The best bet is to call your local piercing studio and ask what age limit they have, again the city or municipality can lower or raise the age limit depending on complaints and shop history.
There is no law saying you can't have your navel pierced, however there are bylaws that restrict the age at which you can get piercings without parental consent. This is why you need to phone you local body piercing studios and ask what the age limits are for your area. You should also ask about pricing and documentation requirements from your parents should you be under the age limit. Most studios will provide piercing services so long as the parents attend and sign the release forms at the time the piercing is provided.
any age all over the country
With parental consent there is no age limit in Washington state, but I dont know about in Washington D.C.
Monroe piercing is not on the lip, it's more on the face above the lip, sort of off center, like a beauty mark type thing... But the age limit depends on local laws/enforcements. Here (Texas) the age limit is 13 with parental consent and 18 without.
