yes all you have to do is turn on the Wild Pokemon Modifier code in your Action replay. Then turn on the game, go in the bag, and press L+R. You'll get 493 master balls in your items pocket. Throw away 244 of those master balls. Then run around in grass while holding L. Enjoy your Lugia! :)
