White chocolate is a derivative of chocolate but doesn't contain cocoa. It primarily consists of cocoa butter, sugar, milk solids and salt. Because of this, it's generally pale yellow or ivory in color. Cocoa butter itself is in fact dairy free, but, white chocolate does contain milk solids. In the US, since 2004, white chocolate must be (by weight) at least 20% cocoa butter, 14% total milk solids, and 3.5% milk fat, and no more than 55% sugar or other sweet additives. Some who are vegan and dairy free have had success recreating a dairy free white chocolate using soy in place of the milk solids.
