Nope, not YET. The Philippines is a tropical country and is near the equator but I'm sure that someday, it'll snow if there is a slight change on the earth's axis.

For instance, if earth tilts a couple of degrees then it will have a major impact such as new wind patterns, earth's temperature in some places will drop and etc..
