I think you're thinking of "sunless tanner" (which does make your skin darker and it's not bad for your skin) rather than tinted moisturizer. Tinted moisturizer is a very light coverage foundation.
tinted moisturizer is exactly what it says, a tinted, skin coloured moisturizer, so it isnt really going to give you a lit of coverage. Depending on what type and brand of foundation you get, that will be the base of your coverage. For more coverage and 'cake face' you can add a powder over the top. Just make sure its not translucent, and then you'll get a nice coverage :)

If your skin is dry (like mine) I'd recommend using a tinted moisturizer and a concealer (or powder foundation) would be better. Obviously a tinted moisturizer has less pigmentation than a foundation, but using a concealer and/or powder foundation can increase the coverage you get. A few "cheap" brands make them, ELF do one but that has zero pigmentation. Physicians formula make one but I've not tried that one personally. As for cheap concealers I like Hard Candy's glamouflage and I like Physicians formula's powder foundation also. These would well with a tinted moisturizer.

When choosing a tinted moisturizer you should pick a shade that matches your skin tone as closely as possible. If it is summer time then it is ok to go a shade darker than your skintone.

It gives your skin some moisture, keeping it hydrated. If your skin becomes too dry and lacking moisture, then it is a must to moisturize straight away! I recommend QV moisturizer, it has SPF 30+ and it is not oily to put on, I also recommend Nivea Be Beautiful Tinted Moisturizer.
use a thick white moisturizer and your favorite skin toned powder
'Almay' makes a foundation that comes out white but when applied to your skin it is supposed to meet your skin tone needs. The product itself is more like a tinted moisturizer ( I wouldn't recommend using it as a moisturizer) and provides light coverage. If your looking for a foundation to match your skin tone but do not know what shade you should get, it is always best to visit your cosmetics counter and have one of the sales clerks apply some on you that they believe is your best match. Remember to take a look at your face in all different lighting's as the color of the foundation make look different. Another thing to remember is if you apply foundation to your skin and it looks perfect within 5 mins of applying it but it looks darker over a few hours you may want to go one shade lighter as this color change is caused by oxidation.
