Elastic Potential Energy

It is both, when the toy is fully turned and awaiting for you to let go, it is at 100% potential energy. when you let go and it unwinds, the toys potential energy is transferred into kinetic, and depending on the toy, thermo and other forms of energy. Once the toy has fully exhausted its potential energy and fully unwounded itself, it is simply an object with no potential or kinetic energy. Always remember, energy cannot be destroyed, only transferred, and there is no such thing as a perpectual motion machine.

No. First of all, a toy is not energy, it hasenergy - that's a big difference. Second, the energy it has is stored in a wound-up or compressed spring, as elasticenergy, which is a type of potential energy.
