You can check if your van is smog exempt by looking for the factory emission sticker under the hood in the engine compartment. Sometimes there is a sticker on the drivers door jam,or the drivers sun visor.
73 or thereabouts & earlier. Most pre smog engines have better heads/compression, but any 460 is good by today's standards. I would get one old enough to be exempt from smog checks if you want brute power.

Most states seem to have rural communities, which are exempt. Find someone in one of those communities to MOVE in with. Some states will have a loophole buried somewhere, where if a vehicle has been worked on, and still will not pass, you can still get it through on waiver, somehow. Talk to your fellow hot rodders.

If it has one, you would find the secondary air pump driven off of the accessory drive belt up in front of the engine.
There should be a white sticker, on the radiator top cover. It is a required sticker, for smog purposes. If yours is missing, you can go to your local Chevy dealer, and get one. I actually remember a factory campagne having to replace some of those.

It will run without it, but it's not old enough to be exempt from smog yet and without it would flunk. There is no performance advantage to taking off a functional one either and they are cheap so . . . .
