The basic rules for keeping any kind of fish sucessfully are. :- 1 inch of fish needs at least 1 gallon of water. :- Every tank must have a permanently running cycled filter. :- Every tank must have at least 50% of its water replaced every week. If you stick to the above rules your fish will stand a chance of survival. If you miss out on any of the above I can guarantee that your fish will be constantly getting sick and dying before they should.
Remove and dispose of the dead fish and clean/scrub the tank spotlessly clean. Then before getting another fish, I'd do some research on what I did wrong to make the other one die if anything. I would start off though by checking that I follow the basic rules that everyone has to abide by if they want to be sucessfull keeping fish.

Then I would study up on the species of fish I wanted to keep, and make sure that I provided all the neccessities for that species before getting one.
Keep the tank as clean as possible, by changing 50 % of the water each day, and try and find out if it has a particular diesease, so you can treat it with a medicine, many of these are sold at pet shops. If this doesnt help, and it appears to be in pain, you may have to euthanize it (kill it) so it isn't in any pain.
Also you can make sure you are feeding it the right type of food for that fish.
Make sure that the water temperature is between 78F & 80F, in addition, when you do water changes, the new water must be the same temperature as the old water, and the same PH (or very close to the same PH).
Make sure that you are not adding too much water conditioner, and that the water is monitored and changed regularly.
If the fish is dying as soon as you bring it home from the store, this would be an acclimation problem.
The water in the bag needs to be the same temperature as the tank (or betta bowl), and the same ph. Since you are using a bowl, you will need to keep the fish in the bag for a little while, and slowly add small amounts of the water from the bowl into the bag to match the temperature and PH. Once this is done, you can add the betta to the bowl.
Just adding the betta straight away after buying it is a shock to it's system.
One way to tell if fish are dying is that they tend to be floating more on top of the water. They also may not be eating their food very well.
