did you turn back on the air switch in the trunk
The 1989 Lincoln Continental brake booster is located on the firewall in the engine compartment. The brake booster will be on the drivers side of the firewall.
According to the 1998 Lincoln Continental Owner Guide : ( DOT 3 brake fluid , meeting Ford specification ESA-M6C25-A )
A problem has been detected with the Anti-lock Brake System It could be a fuse , a sensor , or some other problem As long as the red " BRAKE " light in your dash is not on you still have " normal " brakes
DOT 3 brake fluid ( if DOT 3 is not available , DOT 4 can be used according to the 2002 Lincoln Continental Owner Guide )
Which brake lamp are you needing to change? Brake/turn signal lamp.
Where is abs fuse at
are u trying to change them?
your brake system is a good one because you have to push the brake to disengage it, as if it was on a spring.

Brake Booster needs replaceing
remove the trunk lining or bend it back easy where the brake light is to access it and change it out.
Check the operation and alignment of the stop light switch - usually located at the upper end of the brake pedal under dash area
