King George III declared the colonies to be in a state of rebellion soon after George Washington established a naval force off the New England coast. The naval force allowed the Americans to attack British supply ships.

After the battle, King George the third ended all hope of reconciliation between Britain and the colonies. The colonists were now officially in rebellion.
The Proclamation of Rebellion, or A Proclamation for Suppressing Rebellion and Sedition, was King George III's response to the American colonists' rebellion at Bunker Hill. It stated that the colonies were now considered to be in complete rebellion, and called on loyal and responsible colonists and others to "withstand and suppress" the revolt.
King George III, was recorded as being afflicted by mental illnesses twice. However he recovered from both these instances and it was in 1810 when he was struck blind that he was declared unable to rule, and in 1811 his son George IV was officially declared Prince Regent.
King George III was ruler of England during the time the Colonies were trying to establish their independence. Because of this he ruled the Colonies as they were a territory owned by England. So, sending the Declaration to King George was the only true course of action available that would end in results.

The British King George lll was the monarch when the American colonies declared their independence from Great Britain and was on the throne when the Treaty of Paris was finalized which gave the colonies their independence. I also believe that King George lll was German and could not speak English.
