The function of the legislative branch is to represent the people. the house of representatives represant countys in each state. each county is based on population. all states have at least one. there are 453 representatives right now. the senate represents the state as a whole. each state gets 2 no matter what the population is. there are 100 right now (50 states X 2 senaters = 100)
