It is called a Flasher Relay and is located, front seating area, driver side, under dash, under knee protector, mounted in multi-purpose fuse panel. It's black and looks like a relay and has Chrysler flasher part # 47600060 on it.

The horn relay on a 2004 Dodge Intrepid can be found in the fuse box under the dash on the driver's side. It is a small, rectangular shaped plug in to the left of the hazard flasher plug in.
i can not locate the flasher fuse for my 1999 dodge intrepid. pep boys were NO help in locateing it. Turn signal fuse is fuse is slot #9 (driver side fuse panel). There is another fuse in the engine compartment large 20 amp fuse. Flasher is located above brake pedal to the left.

On mine there were two small wires connected with the positive cable to the battery. Make sure those 2 wires are connected real good or your signals will not work. Good Luck...
