The OBD II connector is what your looking for on Jetta III models remove the ash tray then slide the pannel to the right of the ash tray over the ash tray opening.
By the hood release.
Trouble code P1582 means: Idle Adaptation at Limit
Trouble code P0171 means: System Too Lean (Bank 1)
Trouble code P0103 means:Mass or volume circuit high input

The connection on the 96 CV is on the drivers side under the dash. It is very near the fuse box under there.

It is set by the computer. As long as you put the distributer in at the correct location the computer does the rest.
Each stock radio has it's own unique code. Take your VIN# to the dealer and they can get it for you. I've had it done twice for free.
