Some of the hunters were in charge of the signal fire. The hunters thought it was more important to be hunting for food instead of wasting time watching a fire. So they let the fire go out, at the same time a ship passes by the island. Ralph notices that the fire is out and runs up the mountain to try to get it going quick again so they can be rescued. Ralph is furious to find out why the fire went out and it starts a fight between him and Jack. :)

Jack had two over riding obsessions in Lord of the Flies. Jack wanted to be leader and he also wanted to hunt (and kill) pigs. Jack had devised a new strategy which involved having his hunters form a circle into which a pig could be driven and beaten to death. In order to put his plan into action Jack decided that he also need the two hunters who were on fire duty. As a result of this the fire went out, as there was nobody on duty to feed it with fuel. The real issue was not that Jack was thoughtless or negligent but that Jack though only in terms of himself. He wanted the boys on fire duty to join his hunt and that was all that mattered as far as he was concerned.

In "lord of the flies" Ralph appoints jack and his choir to tend the fire, But as a ship goes by Jack and his choir are making their first kill of a pig, So Jack and his choir let the fire go out and the ship doesn't see them. So, the fire was neglected by Jack and his hunters(Choir) because they were preoccupied by killing a sow.

The Fire is moved because the boys see the dead parachuter and mistake it for the beast. this "beast" is on the top of the mountain, right where their fire was kept. They must either confront the beast, or move the fire, and the boys choose to move the fire.
