When the Missouri territory came up for admission, Conress ruled that it could be a slave-state, on condition that there were no more slave-states North of the parallel that marked Missouri's Southern border.

This 'line in the sand' kept the peace for thirty years.

The relation is a simple one. The Louisiana Purchase that US President Thomas Jefferson has bargained for with France was a great deal. The cost was about a few cents per acre. The amount of land purchased from France is immense. It includes areas around Louisisna all the way to the Pacific coast. The deal was made in 1803. Naturally this new land will/was new fertile ground to be explored and perhaps settled. Thus the pioneers and the land purchase are related.
