For large scaled ones i´d say fast processing of queries and retreival of information. In general I´d say understandable and usable interface too.

People are NOT considered the most important part in a computer system. People are actually the least important and tend to cause the most problems in computer systems, by accessing parts of the Internet that causes the computers to be compromised, by inserting USB Drives unknowing infecting them with viruses, and messing with the system files causing system crashes and loss of data.

While it's hard to define one "most important" part, I'd have to say that the power supply should have that distinction. Without electricity flowing to the computer, the rest of the electrical system has no purpose.
