I had the same problem. I took my Buick to a dealer. I told them it was possibly a bad battery cable. They did not listen. They did unnecessary work which total about $600.00 dollars. It was the battery cable - about $30.00 total.

There is a bulb holder below the headlight bulb holder on the right side.It is inside a hole big enough to get your hand in but it is in tight quarters. This holder I believe turns to the right. I used a flashlight to see where it was.
2001 LeSabre - replaced original rear leveling shocks with Delco direct replacements and replaced hoses & motor/pump with GM/Buick replacements. Problem is shocks don't seem to exhale air for smooth ride. Like riding on frame. Power good, fuses good, turns on when rear of car pushed down. Suggestions?
Sounds like you have a bad rack and pinion unit.
Possibly a defective CV joint if it happens in turns, or if it only happens when you apply the brakes, then it needs new pads.
