My 1997 Saab 900 convertible drivers side seat belt is stuck.. fully retracted. Is this a possible repair as I'm fairly handy or is it a new part any help appreciated. Thanks?

When seat belts fail, they fail in the locked position. It is easy to replace, finding the new, working seat belt is probably hardest part
