Most often hard shifting can be fixed partially by a transmission flush and change of automatic transmission filter. Also, i have had luck with using a large magnet on the bottom of the transmission pan before the flush because parts of the clutches that are loose will not be filtered by a clogged filter. Also, on my grand am, the Transmission Fluid was dangerously low when i went to change it when first buying the car- this could also be a possible problem.
You may have broken motor mounts.

In my '95 Grand AM it was the CTSY fuse that connects the cigarette lighter with the power lock buttons on the doors. Try replacing that.

i am having the same problem and had it before in my 1996 grand Cherokee and i traded it in on a 2004 grand Cherokee and the same thing is happing. i spent like 2000 dollors on different macanics and no one fixed it. There is a solenoid located above the transmission pan that controls the down shifting. To have this replaced at a shop it will cost about $300.
