My 2003 VW Jetta GLS heating and cooling blowing heat out even when I have it on vent and it's cold outside other times heat will not work at all and only cold air comes out what is wrong with it?

The first thing that you need to check will be to see if the controller in the dash is working the a/c and heater doors under the dash................
