The first thing that you need to check will be to see if the controller in the dash is working the a/c and heater doors under the dash................
Sounds like it may be low on water
An electrical problem.
On top of the battery

A P1296 code means that there is a cooling system malfunction
When operating properly, the cooling fan stays on until the temperature drops to normal.
The fan fuses are located besides cooling reservoir
Blower motor, resistor, wiring or control problem are common causes
Most garages have a machine to do just that. (It's sort of expensive.)
The only way to find out for sure is to have the cooling system pressure tested.
There's a short in your main line going to your fuel heater.
never heard of a radiator cord - is that something you pull to get it started ??
