It's your starter solenoid. Toys are hard to replace just the solenoid.

Remove a battery connector. Remove the starter and put another in it's place.
either replace starter or starter contacts if it is a Nippendenso starter you can try Toyota just have the starter number they my have same starter in the Tacoma's or Camery. Which also carries Nippendenso starts
You should remove the positive cable from your 1996 Toyota battery. Remove the cables from the front of the starter. Remove the starter retaining bolts. Reverse the process to install the new starter.
A starter solenoid will be located on top of the starter assembly. A 1996 Toyota Tacoma starter assembly is located under the vehicle next to the passenger wheel.
after unbolting and disconnecting the wires slide the starter out by the front tire.
That usually means your cables are loose and aren't making good contact. The clicking is the arcing of the spark. Tighten your battery cable ends completely and make sure they can't spin on the posts at all.

Bad ignition switch or starter solenoid
A 9/16" socket for the two bolts that hold it in, an a 1/2" one for the nut on the cable to the battery. And a lot of time: there isn't a lot of room to turn a wrench in there, plus wiggling the starter out of the tiny space that it's in isn't easy either.

Check your starter wires. I crossed one of my wires on my old S-10 when I stuck a starter on it and it just kept turning over as I touched the wire to it. A wire is corroded or touching somewhere near it. At least that's what it was for me. Hope this helps and I'm not too late
