My beta is depressed hardly eats has a clouded eyes occasionally usually toward cleaning time for the tank tethered fins has developed vertical stripes in the past and lays on the bottom of the tank?

Usually water issues. You have to keep the water as clean as possible, changing it properly and often enough. Keeping everything persistent. The temp has to be stable. The water dechlorinated.

Tethered fins, if they look ragged and sometimes dark around the edges is fin rot, caused by ammonia in the water. Which means you aren't changing the water well enough.

Vertical stripes is stress. Maybe the fish is having trouble with your water changing habits. Maybe he is being treated too roughly, or the temperature keeps fluctuating.

They are sensitive though; my fish will pale and develop a stripe if I wake him up in the middle of the night.

Clouded eyes is bad news that may require costly medication. AGAIN, keeping proper care of the water situation will prevent all of these things. Go over your schedule again to find out what is wrong.
