I have a similar problem with my 1990 Honda Accord EX. Usually it is because it is too cold and the ignition won't release the key. I'll let the car run until it's warm and the key usually releases. One other thing to try: as these cars get older, bought and sold many times, keys get copied and copies made from copies, etc. Go to the Honda dealer with your VIN number, and they can cut a new key (cost just $5). They cut it from a numerical code, and it is NOT a copy of the old worn out key you may have now. This solved problems I was having with BOTH of my Accords.....
