Check all the connections - disconnect all cables and then reconnect them.

Check the fuseboard of the premises.

Unplug it and try plugging it into a different electrical outlet.

If the plug has a fuse in it, see if changing that has any effect.

Has anything happened the computer since it was last known to be working.... a spillage, a fall or other damage? Is it in the same place where it was working last. Care needs to be taken when transporting computers.

If the computer is not powering up, it may be because of a PSU (Power Supply Unit) failure, or just loss of power. If no lights or fans come on, check the fuse in the plug, try testing the power cable itself, and ensure that any power switches are set to the ON position on the PSU and any sockets connected-to.

If LEDs are on on the computer but there is no video (the monitor is blank), check the power to your monitor. If the monitor appears to be working but there is still no video (or the monitor displays the message 'no signal'), the computer has either failed during POST (Power-On Self-Test), or failed to initialise the graphics system.

If a computer fails during the POST, this indicates a problem initialising a major component, such as the graphics card, main board, CPU, or RAM. Checking that the RAM and any peripheral boards (including any installed graphics cards) are properly seated and free from dust may overcome this issue.

If the machine is still not coming on, or failing at POST, the issue is not with the operating system. As you are unable to boot in the first place, replacing the operating system is not an option, and would not serve any purpose.

If the computer is passing the POST, but fails with a disk error, check the cables connecting the hard drive to your main board. Replace if necessary. If the cable is good, the hard drive may be bad.

If the hard drive is properly connected and apparently functional, but you are unable to boot to your operating system, the nature of the failure will determine the next steps.

Freezing during boot (the boot logo remains on screen, but the progress indicator has stopped moving), treat this as a potential hardware failure- check your RAM and peripheral cards are properly seated and hope for the best.

A blue screen and/or restart can also indicate a hardware failure, but is just as likely to be a software issue (such as an incompatible or broken driver). If you have just installed a new piece of hardware, remove it and try booting again. If not, try selecting the 'last known good settings' option (press F8 before the OS boot logo if this option does not appear on the next boot).

If this fails, try starting in safe mode. If safe mode successfully boots, try using System Restore to return the computer configuration to a date upon which you knew the machine to be working.

If this fails, it may be time to consider re-installing the operating system, restoring a backup, or attempting a repair-install from the source discs. Keep in mind that the sudden and inexplicable loss of your operating system is possibly an indication of a temperamental failure of a hardware component- this may lead to the eventual catastrophic failure of said component.

If you manage to get everything up and running again, run diagnostics and virus scans to ensure that whatever caused the breakdown is identified or removed.

If it's not turning on at all meaning not even displaying a boot menu then the physical computer could be damaged. When firmware/operating systems are damaged normally you can still access the boot menu at power up. If it refuses to even start it could have been damaged in some way or you could have a bad battery that's not giving power to the machine.
