Ok..I figured it out. Turns out the rear defroster is the problem. When I unplugged it from the back windshield, blower/heater works great!! So...to all those out there..if your blower motor blows fuses...check the blower motor first...then the HVAC and heater fuses, then rear defroster if you have a cavalier!
If water heater is electric, usually bottom element is going bad. Replace ASAP.
did your heater switch go out all of a sudden or did some work like high work and low not work? if some worked your blower resister is most likely bad under your glove box

The heater fuse for a 1993 Geo Tracker is located in the fuse box that is inside the engine compartment on top of the battery. It would also be a good idea to check the wires on the heater relay that is on the passenger side of the engine compartment on the fender wall. It is just behind the washer fluid receptacle.

its probably the wiper module. its located at or near the wiper motor and is normally pretty easy to replace. it souns like your wiper motor is going out.
