Replace the dash cluster that's what it sounds like to me since your tachometer and speedometer both don't work
If it's an analog speedometer, first check the condition of the speedometer cable. It may need to be replaced.

Yes, there is a fuse for this. It should be labeled INST.
Look at the glass and see if it didn't slip and that will stop the needle from moving, otherwise it will probably have to be replaced.
If the odometer stopped working and the speedometer and cruise control still work, you have a bad odometer. It is part of the speedometer assembly so the whole thing will have to be replaced.
It really depends upon the type of car (year, brand, model, etc.). I had the same issue on a 90 Honda Accord. This particular car had a sending unit on the transaxle (transmission) that failed. The connection from the sending unit to the speedometer is electrical. I replaced the sending unit and all was well. Other cars have a cable that connects from the transmission to the speedometer. If you have this type of car, the problem could be the cable, the gear at the end of the cable that runs off of the transmission or the speedometer itself. More information is needed to provide further details. What type of car do you have? Do you have a manual?

Plug them in! your mechanic has left a block/spade connector off.
Had same problem with mine. Also abs,tcs and e-brake light would come on when speedometer stopped working. Turned out alternator was putting out 16v. Replaced alternator and battery. Solved problem. Replaced both speed sensors first did not help. Good luck
