The nozzles are clogged. Assuming you have fluid in the correct container (not the radiator overflow)- put a bit of CLR or Shower Power on the spray nozzle and wipe clean. Think of it like the shower in your home, the nozzle holes get clogged up like that. Another thing you can do is go to the local auto parts store (Checker, Pep Boys, Napa, whatever) and ask them if they can recommend something. Actually, just call them.
Low fluid level, bad pump, blown fuse, or more than likely clogged washer fluid spray orifice. Wax can get into the orifice and clog it. Check them and use a needle to clean them out.
