Yes you need tickets. You can get them online (in theory) through the national parks web site. I have tried for 2 years to get them for dates I would be in the area and have yet to find them when I needed. There is a handling fee for the online reservation (currently $1.50 per ticket with a maximum of 6 tickets). You can also place a phone order. There are a limited number of tickets handed out each morning. If you get there early you may get lucky (5 am was not early enough for us last year). Good luck. You can walk around the base without a ticket.

The Washington Monument Lodge, located along 15th Street, opens at 8:30 A.M. for distribution of free, same day, timed tickets on a first come first serve basis.
