Basically, the alkaline pH of the seminal fluid is to protect the sperm. This is necessary for a couple of reasons:

- The vagina is slightly acidic, while the sperm are made to be in an alkaline environment. If they had no alkaline protection from the semen itself, they'd die when they hit the vagina, which kills the entire (evolutionary) point of having sex.

- Urine is acidic, and there's often some leftovers from some previous peeing in the urethra. The semen neutralizes the urine, lettin gthe sperm go through without dying.

Semen is not very alkaline and it is normally close to neutral or pH 7.5. This will somewhat neutralize the pH of the vagina.
WHO criteria specify normal as pH7.2-7.8. Acidic ejaculate (lower pH value) may indicate one or both of the seminal vesicles are blocked. A basic ejaculate (higher pH value) may indicate an infection.
Vaginal pH is a measure of the acidity of the vaginal environment and in healthy women vaginal pH is typically 3.5 to 4.5.
