Go into Mt. Silver use surf to pass the lake on the left, and use waterfall to to climb the waterfall after that, follow the path until you reach a one room chamber inside the cave. Moltres is in the middle. I would recommend buying a lot of dusk balls and ultra balls to catch him, it took me a lot!
