this sounds like a problem i had on my 2000 you need to look into having the shifting cable replaced. some of the late 90 models have had a recall on the shifter and if you are in that recall, you can go to a Dodge dealer and they replace it for free, that was my case.
If the problem is that the shifter will not move you need to check the shift cable. If the shifter moves, but the trans doesn't shift; you need to check the fluid level and , the system for trouble codes.

And in the front of the shifter, facing towards the stereo is a little slit in the shifter and you will see a tiny U-shaped pin. put the screw driver between the pin an shifter an pop it out towards your deck and then pull the shifter up and off.

Well, one minor problem could be that you might have something jammed were the shifter is like a penny or something that fell out (that's if you have a shifter on the floor or console, not out of the steering wheel) Just take the loose change that's stuck in there out. Had a friend who had almost the same problem, could not put the car in park or drive.
