On a vw 1981 1.6 diesel How do you set the cylinder head to tdc if the head is out of the engine?

In the back of the cam shaft there is a slot that must be "level" with the head. Slide a flat stock of steel in the slot. Both valves must be closed on #1 cylinder. This can be determined when both the cam lobes are pointing up.
