Puerto Rico became a territory of the US in 1898. On March 2, 1917 President Woodrow Wilson signed the Jones-Shafroth Act, granting Puerto Ricans U.S. citizenship. From that point forward all persons born in the US territory of Puerto Rico are automatically US Citizens just like any resident of any state in the union.
The Jones-Shafroth Act was passed in response to a demand by the Dutch when they ceded what are now the US Virgin Islands to the US.
