When during the 1800's? And where? Assuming you mean in the U.S., during the early 1800's they were treated like property and fell under such jurisdiction. After January 1rst, 1863, the slaves were technically freed in all rebel states with Abraham Lincoln's "Emancipation Proclamation", but that really didn't do anything as the Union needed to defeat the Confederacy in the Civil War before that proclamation would be honored.feo menso

They were entitled to legal protection if mistreated by anyone who wasn't their master. Also, many northern states put through personal liberty laws. These gave black fugitives the right of testimony, habeas corpus, and trial by jury, or they imposed criminal penalties for kidnapping black people. This was to aid those who had escaped slavery and were recaptured by their owners. It gave them the right to testify.
