I have trouble the first time finding it too,it's very hard to find because it's underwater.You have to dive all the place in the sea and find small cave,go in and go up you'll get to that city

∙ 12y agoYou need to use the Hm dive, which can be found in Mossdeep, on a compatible pokemon then use Dive on a spot with a ring of deep water. Head toward the bottom of the ring and there should be a cave where you can resurface into Sootopolis.
