First, you could go to the Pokedex and click "Only Show Legendary Pokemon". You have to beat certain leagues to get the legends. It will also tell you what map they are on. They pop up rarely, but once I found a Mewtwo when I was looking for another Pokemon. Good luck on your Pokemon Deluge/DelugeRPG journey!

First you must defeat the gyms and elite fours and champions then if you beat a region's gyms and elite four and champions then you unlock the region's legendary Pokemon i suggest that you beat all the gyms and elite four and champions so you can get legendary Pokemon easier i recommend master balls to catch them then go to any map to look for the legendary Pokemon !

To even have a chance at finding legendary Pokemon, you have to beat all the gyms, dojos, and elite four. Once you have done that, you can then find alot of legendarys on map 1. But legendary Pokemon are scattered throughout all the maps.
