Your Power Steering pump runs a power steering rack on that model I believe. If your vehicle has many miles, the rack bushings may not be maintaining internal pressure. The steering rack may need to be replaced. I have not worked on this model of car, however, this is a common problem on many domestic cars. I hope this helps you. Mark

It may be the "clockspring" which is a wiring harness in the steering wheel that allows the the steering wheel to turn without the wires getting all tangled up

Drain the fluid from the power steering pump. Remove the power steering hose. Remove the wiring harness from the power steering pump. Remove the power steering pump retaining bolts. Reverse the process to install the new power steering pump.
There isn't much to diagnose. Either the electronic steering works or does not. You can check that the wiring harness or wires are not damaged, but when a power steering failure occurs with the electronic steering on the cobalt the electronic steering component must be replaced.
