President Andrew Jackson claimed that use of the spoils system increased democracy in the federal government because it allowed larger numbers of people to hold public office. Jackson was the 7th President of the United States.
Jackson maintained that most government jobs could be done by anyone with normal intellligence, so he replaced the employees appointed by Adams and his predecessors with his own supporters. I suppose he would claim that he was giving new people a chance to hold these jobs, dividing up the pot as it were.
