The number of protons in an element is always the same as the atomic number, which is 2 in the case of helium. (The atomic number is assigned based on the number of protons in an element.) In a neutral atom (one with no charge), the number of electrons equals the number of protons, so it will be 2 electrons also. However, the number of neutrons will vary depending on the isotope (atoms of the same element with different numbers of neutrons). There are two stable isotopes of Helium, 3He and 4He, having 1 neutron and 2 neutrons respectively. Most helium is helium-4, and helium-3 is found as only about one atom in a million.

Helium has two protons. If the atom is neutral, it will therefore also have two electrons. The number of neutrons, of course, depend on the isotope; the most common isotope, helium-4, has two neutrons. Another helium isotope, helium-3, has only 1 neutron.
