The rear brakes on a 2001 Monte Carlo are replaced by removing the rear wheels, unbolting the calipers, and taking out the old brake pads. The new pads can then be installed and the brakes reassembled.

The Chevrolet Monte Carlo was Available as Rear Wheel Drive from 1970-1988 And was Introduced as front wheel drive as a buick century derivative 1995-Current.
That's never going to happen as the 98 Monte is front drive.
