The 1998 Oldsmobile fuel lines are held in place with swivel nuts on each end of the fuel line. Turn the swivel nuts to the left to remove the old rotted fuel lines. Reverse the process to install the new fuel lines.
Why would you want to replace all the brake lines? You can flush the entire system and install fresh DOT3 brake fluid. I can see no reason to replace all the brake lines. Why are you doing this? Unless your brake lines are rotted out or someone has cut them... there is no reason to replace all four lines.

You may have a line plugged, or the lines to the rear may have been crimped shut and soldered if you aren't the original owner.

No special tools, just a matter of squeezing nylon clips to release filter. One bolt holds the assembly in place. Just snap filter back onto fuel lines making sure the clip locks into the filter (should hear a click). Install bolt to secure filter back in place.
After you remove top plate, hoses,trans lines, fan & shroud it should lift straight up.
Disconnect the fuel lines from the old pump and install a new pump, reconnect the fuel lines. The pump is normally located on the passenger side, front side of the engine block.

If you smell gas there is most likely a leak. Star looking around for possible leak places ie. rotted gas tank,rotted gas lines from tank to carb,rotted filter,rotted filler tube. Remember it is 40+ years old and things rot. Use both your eyes and nose to locate the source. The stronger the smell the closer you are to the problem.
